Over 700,000 Wisconsin residents are facing uncertainty and potential hunger as the ongoing federal government shutdown threatens to halt FoodShare benefits. With SNAP (Supplemental Nutrition Assistance Program) funding on hold past November 1, families, seniors, and people with disabilities are preparing for an anxious wait while food pantries across the state scramble to keep up with demand.

Connie Shaw, a 65-year-old resident living on limited disability income, summed it up best: “Knowing you can eat kind of makes your day. If you know you’re out of food and out of money, your whole life begins to swirl the bowl.” Her monthly benefits were supposed to increase slightly in November, but due to the shutdown, she will now likely receive nothing.

Governor Tony Evers has urged the USDA to release reserve funds to continue the program, warning that the consequences of inaction will be felt immediately. His letter to USDA Secretary Brooke Rollins called the situation “preventable,” describing hunger as a direct result of dysfunction in Washington.

At the same time, organizations like The River Food Pantry and Second Harvest Foodbank of Southern Wisconsin are mobilizing. The River serves around 4,000 people each week and plans to keep doors open no matter what. Executive Director Rhonda Adams made it clear: “Nobody will be turned away.” But the reality is grim—demand is already high and the holidays will only make it worse.

Second Harvest, which supports hundreds of pantries across the region, echoed the same uncertainty. “There seems to be more uncertainty than answers,” said Ted Jun, the organization’s communications director. The lack of federal clarity makes planning nearly impossible, forcing local charities to absorb the shock.

This shutdown exposes a harsh truth about 2025: community organizations and volunteers are stepping in where political leaders fail. The federal safety net is unraveling, and everyday people are the ones sewing the patches. As hunger grows, the divide between those in need and those in power feels wider than ever.
